BALTIMORE (AP), FRIDAY, AUGUST 3, 2012 — Prosecutors say the 16th and final Baltimore police officer involved in a towing extortion scheme has been sentenced. Kelvin Quade Manrich of Middle River was sentenced Friday to three years and five months in prison. [The contributor of this COMMENT was unable to acquire a MUGSHOT of Kelvin Quade Manrich, but nevertheless offers his usual whimisical look at a “Dirty Cop”, so click here. The 43-year-old Manrich changed his plea to guilty after five days of trial. He acknowledged that when responding to the scene of an accident, he would persuade accident victims to use a towing company that paid him and other officers for steering business to the company. Prosecutors say the towing company, Majestic, was not authorized by the city but the brothers who ran the company paid Manrich $300 for each vehicle he sent to them. Manrich’s attorney did not immediately return a telephone message left Friday afternoon seeking comment.
