Public Safety Warning About Lewis County Risk Management And The Centralia Police Department.

       On March 3rd 2011, I was pulled over by Officer Gary Byrnes of the Centralia Police Department. Officer Byrnes told me I was under arrest for protecting my rights and video recording him during a traffic stop . Gary Byrnes then pulled out his taser and threatened to shoot me in the face so I rolled up my window and called 911, During my call to 911, I asked the Lewis County Dispatchers to send me a State Patrol Officer, I asked them 11 times to send me help. I told the dispatcher that the Centralia Police would harm me if I got out of my car. My phone battery soon died and my connection to 911 was lost. I then was assured by the Centralia Police I would not be harmed if I just got out of the car, so I did. During this process I  recorded the incident with a tape recorder to protect my rights and to obtain evidence that a crime was being committed. From the moment  I stepped out of my car, I was backed up against a brick wall and was then given a field sobriety test. I was told I failed their Kangaroo Field Sobriety test and then was hand cuffed, choked and had my head slammed against a brick wall. My tape recorder was shut off and I was placed in back of a police car after being assaulted. While being illegally detained in the back of a police car, my vehicle was searched and my camera’s “SD Card” was broken in half, The police tried to destroy the evidence. But  I was still able to recover the images and audio from my camera’s SD card. What bothers me the most about this incident is the way the Centralia Police tried to hide this illegal Civil Rights Violation. Let me explain, I filed an insurance claim several weeks later to compensate for the damages that I had suffered. Then the Centralia Police Department and their Insurance company denied my claim. Officer  Lowery then filed his incident report 30 days later after he choked me in handcuffs. The other corrupt Centralia Police Officials then filed their reports several days after the Insurance claim was filed. Apparently the Centralia Police only file police reports when their integrity comes into question. I know for a fact that when a police officer uses force, that the incident must be filed promptly, not 30 days later and after an insurance claim has been filed. Also the police reports contradict each other, Officer Byrnes claims I was in his car and Officer Finch claims I was in her car. I was also told I failed the field sobriety test and I am heard on the recording begging for a breathalyzer test. The problem is that I never received one. My recordings and the police statements don’t match the allegations of being impaired and driving. This recording is a clear violation of my rights. The Centralia Police intimidated me with a deadly weapon, violated my rights by searching my car, assaulted me and attempted to destroy evidence while I was in their custody.

I too filed a Tort claim against the 911 Call Center and my Claim was denied by the Lewis County Risk Management Office. The problem with the denial of my claim is that it was never investigated by their office. What outrages me to the core is that I asked the 911 dispatch officers to connect me to the State Patrol 11 times. The 911 call center is obligated by law to fulfill my request and should have connected me to the State Patrol. Instead the 911 Dispatch Center participated in facilitating the crime with the Centralia Police Department. I will never stop my campaign against police corruption until the Centralia Police Department is brought to justice for this crime against me. All those who are guilty know who they are!

     Maybe these people can help me in my matter. I need help to bring the members of the Centralia Police Department to Justice.             Here In Centralia The Police Have No Accountability For Their Actions, We also have a real Kangaroo Court System and our Insurance Company didn’t even investigate this mans claims.
